Portugal’s Parliament has approved a proposal to extend the citizenship timeline from 5 to 10 years, a change that could reshape the country’s immigration and investment landscape.
As of November 10th 2025, the President has not yet promulgated the law. He may still send it to the Constitutional Court for review.Legal experts are already questioning its constitutionality, especially regarding residents and investors who have already applied under the existing 5-year rule.
To unpack what’s really happening, I spoke with Filipe Eusébio, Managing Partner at Ana Bruno & Associados, one of Portugal’s leading immigration law firms. We explore:
How the change could affect Golden Visa, D7/D8/D2, and expat applicants
The potential constitutional challenge and timing of the review
The Professor Jorge Miranda opinion and coordinated law firm actions
What current residents can do if the law passes as written
If you’re living in Portugal or planning to apply for residency or citizenship, this is the update you need to watch.
