2005 Honda CR-V 1500rpm idle issue P1009

I bought this 2005 CRV with a valve that went Rogue in cylinder. 3. had engine rebuilt by shade tree mechanic. car initially had intermittent p1009 VTC Valve issue. have also replaced VTech spool valve related gaskets. p1009 light is now on constantly. The engine will want to idle at 1500 which means the car pulls hard in drive even with no gas applied. turning on the AC will cause the engine to idle low and even die. engine sometimes Will also die when changing from neutral to drive. to start, you have to feather the gas with your foot on the brake. again intermittently. oftentimes turning the car off and then restarting. it will reset something and the car will initially idle correctly. however, reaching a certain rev range cause it to begin the idle issue again.

I initially added half a quart of transmission fluid which temporarily helped resolve the idling issue. now I've begun experimenting adding this motor flush to thin the oil. It seems to do the trick in resolving the idle issue.

bidirectional scanner says that a passage is clogged causing the p1009 code.
