This is a once in a 12 years Pachali Bhairav festival that took place in Jya Bahal.
Pachali Bhairav is one of the highly revered deities by the people of Kathmandu Valley who comes in a human form once in a 12 years to give blessings to his devotees in Kathmandu. Chronicles often credits King Gunakamadev with founding Kantipur (now Kathmandu) and initiating the worship of Pachali Bhairav. He is also noted for bringing Nava Durga to the valley, starting Yenya (Indra Jatra), and the Lakhey dances. One of the oldest Pachali Bhairav temples in Kathmandu is located near Tekudovan, at the confluence of the Bagmati and Vishnu Mati rivers, close to the Bagmati cremation ghat, considered the Ganga river of the Kathmandu Valley.
