El Paso Police and Another Case of Excessive Force?
A Highway Encounter Turns Deadly
On July 13th, 30-year-old Xavier Guadalupe Hernández found himself in crisis on the side of Interstate-10 in El Paso. Police were dispatched to reports that Hernández was attempting to jump from the elevated roadway. What should have been a tense but manageable mental health intervention turned into a death sentence.
Body camera footage shows officers confronting Hernández. He was noncompliant, clearly in distress, and possibly intoxicated. Instead of slowing the situation down, de-escalating, or calling in specialized crisis teams, officers quickly escalated. Within moments, they deployed a Taser in an attempt to bring him under control.
Minutes later, Hernández lay unresponsive. He would never get up again.
