The Reserve wheels come fully taped and DO include valve stems. However, if you are looking for what I’ve found to be simply the easiest valve stem to use on the market, give the new Reserve valves a try: https://jenson.sjv.io/ReserveValvesJKW Do be careful to not bend the inner plunger!

The Reserve rim tape was great! The stuff is quite strong- to the point that it did not break even after sharp carbon shards poked into it. It’s also not bad to install- I had to re-tape that rear wheel after the new rim was installed. https://jenson.sjv.io/ReserveRimTapeJKW

Another wheelset I really enjoy is the Industry Nine EN300 wheelset. Same weight as the carbon Reserve 30 HD wheels, but these use an aluminum rim with the impact strength advantage. They also feature a similar hookless bead wall. But, even at a lower price from the 30 HD, they also feature the upgraded Hydra hub AND the I9 aluminum system spokes.
