This is a video of how I built a setup to do rust removal electrolysis.
Supply list:
•Clear plastic tub
•A wooden board
•Rebar or metal rods
•Rebar tie wire and/or electrical house copper insulated wiring
•Sodium carbonate (washing soda)
•Water
•Older car charger or power supply

Safety notes:
•Do not touch metal items or stick hands in the water when the car charger/ power supply is connected and turned on.
•Please wear safety glasses any time there's a risk something could get in your eyes.
•Do not use stainless steel as the anode (sacrificial metal) as it can release 'Hexavalent Chromium' into the electrolyte solution (water and sodium carbonate) which is a toxic carcinogen.
