Can I Fix This Scrambled Genesis 2 Video? – Chasing My Tail

This Sega Genesis Model 2 was part of a console lot I picked up, and it boots. However, the video output is completely scrambled. I do have to admit, I’ve got limited experience with Genesis 2 systems, so I decided to dive in blind and see if I could figure it out with no research, just instinct. Hind sight on this one is 20/20!
Could it be the video encoder? A damaged pin on the cartridge reader? Something else entirely?
