Will my business be principally a food business with liquor as a subsidiary aspect, or will liquor be the dominant aspect?

If it’s food then the Café licence will be a good option.

If liquor is dominant then a bar licence is appropriate.

If you are unwilling to make a town planning application as well as a liquor licence application, or town planning rules are too restrictive, then you could consider adjusting your business model to ensure food is the principal activity.
