The Jack of all trades, is kind of weak.
Phantom as a concept, is one of my favorite in the game. You're effectively the perfect explorer, being able to use skills from every branch, however, in game, its another story. There aren't that many good choices, and it boils down to being a decision of what mobbing skill you use.
While the mobbing is incredible, the funding required to achieve such farming, is astounding. Phantom was one of my stronger 250s, and my Arrow Platter was struggling to one shot in Chu Chu. . . .That's rough stuff.
The bossing part of Phantom is another story, you pretty much use all the buffs you can get your hands on from the other explorers, and you go to town. Oodles and kadoodles of damage lines, even if those lines arent really High dmg%, they looks glorious, and they add up quick.

He does this class justice, far better than I could ever hope to. If you're interested in the class, there is no better place to find quality Phantom content.

A general guide for what maps I used during my grind as a Phantom to 250, and what skill rotations I used for each of the maps. I hope you find this video helpful in someway.
For a general training guide for lvls 1 - 200 I highly recommend Whiyu's video on the topic, that goes very in depth on training as well as alternatives to just grinding :
