Nullifying 2011x Charge "Tech"/Glitch - Outcome Memories

silly bug tech thing on sonic.exe outcome memories

I hope this finds the people who can take in bug reports, I feel like this should be something looked at as it doesn't feel intentional. Using this is up to how you see it. I personally do not feel like it's all that bad for use as for most characters it wastes up an entire potential stun, however everyone will see this differently hence to why I'm asking if this could reach people who take in reports of bugs.

Apologies if the text is too fast, I realised before release but I didn't sleep yet before uploading and just wanted to get this out, its also why the thumbnail kind of sucks lol.
