A verbal te-form plus もいいです means "you may do..." which describes an activity that is permitted. To ask for permission, you can turn it into a question sentence, ~てもいいですか. If somebody asks for permission and you want to grant it, you can either repeat the whole verb te-form plus もいいです construction, or just say いいです. て needs to be a part of the verb and cannot stand alone. So you cannot just say てもいいです or もいいです. The polite and graceful way to grant permission is to say どうぞ.
