Yuko Inagawa (稲川 裕紘), also known as Toi Inagawa (稲川 土肥, 1940 - May 29, 2005), was a Japanese yakuza. He was the third chairman of the designated criminal organization, the Inagawa-kai (稲川会), and the sōchō (overall head) of the Inagawa-ikka (稲川一家 - Inagawa Family).
Birth and Entry into the Inagawa-kai:
Yuko Inagawa was born in 1946 (Showa 21) as the eldest son of Seijo Inagawa (稲川聖城) (real name: Kakuji Inagawa), the founder and first chairman of the Inagawa-kai(初代稲川会会長).
Growing up watching his father Seijo, he naturally entered the Inagawa-kai.
Under the Second Chairman, Takamasa Ishii (石井隆匡):
Under the second chairman, Takamasa Ishii, he held key positions such as wakaishu-gashira (head of young members) and chairman of the board of directors, playing a central role in the organization's management.
He supported Chairman Ishii's strong leadership and contributed to the expansion of the Inagawa-kai's influence.
Peaceful Coexistence Line:
In 1996 (Heisei 8), following the death of the second chairman, Takamasa Ishii, he became the third chairman of the Inagawa-kai.
After becoming chairman, he exchanged gobu no kyodaibai (五分の兄弟分 - sworn brotherhood on equal terms) with Yoshinori Watanabe (渡辺芳則), the fifth kumicho (gang leader) of the Yamaguchi-gumi (五代目山口組), which was expanding its power at the time.
This kyodaisakazuki was a groundbreaking event, signifying that the Kanto-based Inagawa-kai and the Kansai-based Yamaguchi-gumi, which had a long history of conflict, would avoid confrontation and coexist peacefully. This policy was called the "East-West Peaceful Coexistence Line" and had a significant impact on the yakuza society afterward.
Later Years and Passing:
While promoting the East-West Peaceful Coexistence Line, he also dedicated himself to stabilizing the internal organization.
He passed away in 2005 (Heisei 17) at the age of 58.
Personality:
Yuko Inagawa was known for his gentle and sincere character and was highly trusted both within and outside the organization.
While upholding the traditions of the Inagawa-kai established by his father Seijo and the second chairman Takamasa Ishii, he aimed for organizational management that adapted to the changing times.
His kyodaibai with the Yamaguchi-gumi can be seen as an expression of his flexible thinking and strong desire for stability within the entire yakuza society.
Achievements:
Yuko Inagawa's achievements are highly regarded not only for establishing the Inagawa-kai as one of Japan's leading designated criminal organizations but also for contributing to the suppression of conflicts within the yakuza society.
Key Term Explanations for Foreigners:
Inagawa-kai (稲川会): One of the major yakuza (Japanese organized crime) groups in Japan. The "-kai" suffix often denotes an association or organization.

Yakuza (ヤクザ): Japanese organized crime groups, often compared to the mafia or gangs in other countries.
Designated Criminal Organization (指定暴力団 - Shitei Bōryokudan): Yakuza groups officially designated by the Japanese government as having a significant potential for violence.
This translation aims to provide context and explain key terms to make the information accessible to an English-speaking audience unfamiliar with Japanese yakuza culture.
