December 8, 2025 City of Lilburn, GA Council Meeting

At the City Council Meeting on Monday, December 8, Mayor and Council approved several items on the agenda.

Two items involved amendments to the City Code:

• Chapter 62 – Taxation
Council adopted an update to reflect State Law Statute 40-1-116, which prohibits municipalities from levying taxes on motor carriers.

• Chapter 105 – Trees (Section 307, subsection (c)(3))
Council approved a change from “property greater than one acre in size” to “property greater than five acres in size.” This amendment expands Code Enforcement’s authority to require the removal of unsightly or rotting felled trees and debris on residential properties.

Council also approved two administrative items:

• CIGNA Contract for 2026 Employee Benefits
Mayor and Council approved the annual contract with CIGNA for health, dental, and vision insurance for eligible employees.

• Defined Benefit Plan Update
Council approved updates to the recently adopted Defined Benefit Plan to allow eligible employees to use funds from their 401a to purchase additional years of service.
