The word Parliament comes from the French parler, meaning “to talk.” Naturally, one would expect a gathering of people committed to discussion and debate. In many functioning democracies, this expectation holds true: persuasive speech and rigorous debate shape political communication and drive meaningful policy outcomes. In Uganda, however, the picture is starkly different. Of the 556 Members of Parliament, the majority remain silent on issues that affect their electorate. This unfolds against a backdrop of chronically poor attendance, with an average of just 30 to 80 MPs present during plenary sessions.
