Johann Georg Albrechtsberger (1736-1809) was born in Klosterneuburg, which is outside of Vienna. He was mostly known as a theorist and teacher, and gave lessons to composers such a Hummel, Reicha, and even Beethoven. He is also known for having written concerti for unusual instruments like the alto trombone, the mandola (the alto version of the mandolin, tuned like a viola), and even the jaw harp. This duet is in the form of a prelude and fugue for organ four-hands with one pedal part. As the pedal part never goes higher than tenor D, it was almost certainly intended for the organist playing the lower part; there are other four-hand organ pieces with two pedal parts which occasionally require some rather elaborate choreography.
