Perps in Stolen Van Lead FHP on Wild Chase in Miami-Dade

On September 11, 2024, I, Trooper Lasso Silva, with the Florida Highway Patrol, was assigned to the Criminal Interdiction Unit (CIU). My duties are to Patrol and intercept criminal activity in Miami-Dade County, Broward County. I was working alongside my partner, Trooper Pineda (K9 Axel).
I was traveling west in the area of Okeechobee Road, approaching State Road 826. The Miami Regional Communication Center advised the Hialeah Police Department was following a stolen vehicle (white van) in the area of Okeechobee & South River Drive. Trooper Cantelar spotted the vehicle driving in an east direction on NW 74TH Street connector and the vehicle started fleeing and eluding in total disregard for the safety of the people or property of the State of Florida. I advised Trooper Cantelar that I was going to take the primary position in the pursuit. I continued attempting to get the vehicle to stop, and the vehicle continued fleeing and eluding, actively and aggressively fleeing from me. I attempted to perform a Precision Immobilization Technique (PIT), but it was unsuccessful. The white van crashed against a vehicle in the NW area of 74TH Street and NW 73RD CT. The white van continued actively fleeing and eluding, driving in a very aggressive manner, in total disregard for the citizens of the State of Florida. I attempted another Precision Immobilization Technique (PIT) in the area of NW 74TH Street and NW 72ND AVE, and it was successful, causing the vehicle to lose control and come to a complete stop across the center median. I noticed a total of 3 occupants bailed out of the vehicle. I quickly exited my department-issued vehicle and approached the front right passenger, ordering him to get on the ground and show me his hands for officer safety purposes. The front right passenger complied and lay on the ground. As an HPD unit assisted me, I was able to place him in my department-issued handcuffs. Trooper Cantelar deployed his department-issued working K9 dog (Gunner), which resulted in a K9 apprehension (SEE K9 HANDLER REPORT) on the driver of the white van. HPD officers placed the rear passenger in handcuffs. I was able to identify all the three occupants as follows:
Driver: Noslan U, Ruiz through FCIC/NCIC
Front right passenger: Abraham, Carillo through FCIC/NCIC
Rear passenger: Yamil, Salas through FCIC/NCIC
The Miami Regional Communication Center advised at approximately 7:49 PM that the entering agency (Miami Dade County Sheriff’s Office) for the stolen vehicle had confirmed the White van was reported stolen on 8/31/2024 and confirmed the stolen hit. All three occupants were transported to the hospital, and a physician medically cleared them all. All three occupants were transported to TGK and turned over to the Miami-Dade County correctional deputies without any further incident.
