The USS Halibut (SSN-587) was a nuclear-powered "white elephant," a failed Regulus missile submarine. But in 1965, it was secretly rebuilt for Project HOLYSTONE, the Navy's most classified intelligence program, to conduct "underwater engineering" deep inside Soviet waters.
