Haru Urara has to, as her final career goal in the game, to run the Arima Kinen. She doesn't need to actually win to complete it, but instead, just participate. This "simple" goal is due to her not have the right aptitudes to run properly with the Arima Kinen's race conditions.
Haru Urara has G-rank aptitude on turf-type and long-distance races (the conditions of the Arima Kinen), that causes her to have a massive debuff if she races on one at first... but, you know what they say... "When there's a will, there's a way."!
As a character who excels more on dirt and short-distance tracks, Haru Urara struggles heavily on races like the Arima Kinen, thus it creates, arguably, the hardest challenge in Uma Musume: Win the Arima Kinen with her.
"The shining star of losers everywhere"- Haru Urara, never gave up... so neither did I trying to earn her the top spot of the podium in her dream race.
