It is commonly understood that burning in shifting cultivation is a kind of forest fires and a major cause of air pollution with small particulate matter, or PM 2.5. Therefore, the government has implemented various measures to control forest fires which affect ethnic communities in highland areas.
Fire and burning in daily life and shifting cultivation do not mean destruction on danger, but rather stand for the emergence of new life. For example, burning in shifting cultivation promotes the growth and flourishing of rice and vegetable crops. Burning in shifting cultivation also contributes to food security.

โดยทั่วไป มักเข้าใจว่าการเผาไร่หมุนเวียนเป็นส่วนหนึ่งของไฟป่า และเป็นสาเหตุของฝุ่นควันขนาดเล็ก PM 2.5 รัฐจึงมีมาตรฐานการควบคุมไฟป่าแบบเหมารวม ส่งผลให้ชุมชนชาติพันธุ์บนพื้นที่สูงได้รับผลกระทบจากมาตรการดังกล่าว
