There are no creams, tablets or injection which can permanently alter your skin colour.

We can definitely improve your skin tone by 1-2 shades, remove tan and make your skin healthy. We can also give a smooth appearance to the skin and give a healthy "glow". But permanently changing skin colour is not possible.
The amount of pigment produced in our skin is genetically determined.
All the creams and injections in the market will bring about temporary change in colour.

Female actors in the past did not have the working conditions they have today. There must have been longer duration of outdoor shoots and sun exposure. The lighting used to also be suboptimal making them appear darker the they were. Also, the make up techniques and skin care products are significantly of higher quality today than they were in the past. All of this combined with photo shop skills result in a marked change in their complexion.

So, please do not chase fair skin. It is better to aim for healthy skin, even skin tone than just fair skin.
