Why Can Rhydon Learn Surf? [Pokemon]

Rhydon was introduced in generation 1 of Pokemon [Red and Blue], and its evolution Rhyperior was added in generation 4 [Diamond and Pearl]. Their ground/rock typing makes them 4x weak to water type moves. Despite that, they're able to learn several water type moves, including Surf and Hydro Pump.
