There was once a time where Youtube verified people after they reached a threshold of 100k subscribers, and said people asked for it. Now though, in a dark twist, Youtube has opted to remove said verification from various creators seemingly without reason, allowing them to "appeal" it with the distant hope that will do anything. Instead from now on, Youtube will approve Channels for verification on their own terms, with no application available, it's entirely dependent on someone over at their Headquarters/Evil Mountain Lair to approve Channels they deem fit for it.

TL:DR: Youtube is utterly daft and no one's surprised.
