Melbourne crime boss Kazem Hamad has formed a powerful criminal alliance with Sydney’s Alameddine crime family, operating from overseas and aiming to dominate Australia’s underworld. Since his 2023 release and deportation to Iraq, Hamad has led a violent push to control Victoria’s illicit tobacco trade using threats, coercion, and a so-called “Kaz tax” imposed on tobacco retailers. He’s allegedly forcing shop owners to sell their businesses or pay extortion fees under threat of violence, while his network seizes control of importation, distribution, and sales.
The Alameddine clan, still active in Sydney’s drug scene, has ties to Hamad and the Comanchero MC, working together on drug shipments, money laundering, and violent enforcement. However, internal divisions have fractured the Alameddine network into three subgroups: KVT (enforcers), R4W (drug runners), and a secretive Afghani hit squad responsible for assassinations. Recent shootings and executions in Sydney are linked to infighting among these factions, creating instability and turf wars.
Hamad is also connected to the shadowy group known as 313 or al Salam 313, a loosely organised, Shia-linked movement involved in serious organised crime across Europe and now present in Melbourne. His network is reportedly recruiting vulnerable teenagers to carry out arson, shootings, and other crimes, exploiting their clean records and desperation to avoid detection. However, the inexperience of these young recruits is exposing the network to more risk.
