Backstory: Barry Allen and Felicity had met in the past [even before the Count episode] and had been friends for a couple of months
Storyline: When Oliver "subtly tells" Felicity that he can't be with her (after she sees him with Isobel); she carries on with her life for example awaiting to spend the weekend with Barry. When Oliver is on the brink of death on his mission, Felicity knows Barry would be Starling City by now [for their weekend] gets him to help save Oliver. Oliver begins to see the interactions between Barry and Felicity and feels jealous (despite his words to her). When the Count kidnaps Felicity and Oliver saves her; she notices the change of Oliver around her and tells him that after what he told her...she too can't be with him until he truly believes he is ready to be with her [not only because he felt jealousy with Barry around her]
