The Centers for Medicare & Medicaid Services (CMS) and Practice Improvement and Measures Management Support (PIMMS) gives an overview of the Quality Payment Program (QPP) and Merit-based Incentive Payment System (MIPS). They discuss what third-party intermediaries are, the difference between Qualified Registries and Qualified Clinical Data Registries (QCDRs), how QCDRs can report measures that are not broadly available for everyone participating in the MIPS program, and what/how CMS evaluates measures proposed by QCDRs.
