Personally I think Vortice is a lot tougher than Telethia. Telethia is not very hard if you are well prepared, the fight simply last forever since it constantly runs away forcing you to break overdrive and chase it around. You will need to board your Skell at least twice during the fight.
You will not be able to block most of Telethias debuffs. You will need to prioritize and simply ignore or remove anything else. The most dangerous ability by far is Control. This will kill you if it is not resisted, it last far longer than any defensive ability or overdrive. Launch can also make it impossible to make it through the first phase on foot but becomes less important later in the fight.
Resist Sleep is mostly useless here, it is broken as soon as you are hit anyways. Resist Control and Ether Resistance are much more important as you should be able to survive single attacks anyways.
Telethia is more annoying than anything else, constantly interuppting all combat flow with debuffs, Decoy, or running away out of range. You need to keep your Skell with you during the 2nd phase. If you do not you WILL need to restart this fight. It is not possible to draw Telethia back into the fight without a Skell. Actually keeping Telethia in the fight and within range is the hardest thing here.
I show exactly where to fight it during every phase during the video. You may be able to reach it in other places with ranged arts and Firing Range Up.
This location also has really annoying weather factors. Telethia should be fought in clear weather if possible, but depending on how long the fight last it may not be possible the entire time. It was actually the Rain at the very end causing me to miss Telethia, Rain also reduces Electric Resistance which can easily catch you off guard if your total resistance suddenly drops below 100.
You need over 120 Ether Resistance here. I am able to reach this with low base resistances thanks to Battle Probes, Lightning Cloak, and Astral Protection. I also strongly recommend high physical resistance or immunity, Telethia only has one Electric attack but you may want some extra Electric Resistance if you do not have a lot of health.
Stellar Ray was there to help me shred Decoy. It would appear that evasion has no effect during Decoy, even with no ranged accuracy you may use ranged attacks to help destroy Telethia decoy. Telethia has 465 Evasion so it is unlikely you will be able to keep both melee and ranged accuracy above this. This fight lasts too long for Night Vision to be effective, you will want consistent accuracy throughout the fight.
I could not hit it with Jetsteam (it's immune to stun anyways), but was pleasantly surprised to find that the Resistance Reducer XV on my leg armor was just enough to hit it with Ether Res Down V! Despite the ridiculous range and area of effect Phenomenon is still a Melee Art.
This greatly increased my damage output against this thing. If you are not using Blossom Dance I recommend using a single high level Resistance Reducer and Elemental Resist Down. Telethia has 50 base resistance to all elements.
