Clem explains the difference between the spirit of prophecy, gift of prophecy and the office of the prophet.
Anybody can operate in the spirit of prophecy, when God's presence shows up and anyone can hear His voice. Some people have the gift of prophecy, which is a spiritual gift of the Holy Spirit described in 1 Corinthians 12-14.
The office of the prophet is NOT a gift of the Holy Spirit. It is a gift of Christ described in Ephesians 4:11.
When Jesus ascended He gave gifts to men, to be Apostles, Prophets, Teachers, Pastors, and Evangelists. This is also called the five-fold ministry offices.

The prophet is an office, not a gift, and carries with it governmental authority in the church.
