He was automatically sent to eight separate Board of Rights hearings—a process he described as "brutal" and a "punishment" without being interviewed by Internal Affairs.

He was fired after the first hearing but successfully appealed to the courts through a writ mandate and was reinstated on paper about a year later. Tovar ultimately retired after 31 years of service.

The discussion highlights Tovar's belief that the IA process is the real punishment and its job is to protect the system and the officers' rights, not the officers themselves.
