Cozy blanket was just released to provide that exact function. Retopology is the process of drawing new geometry over the top of a high polygon model and it’s used in all sort of situations. There are automatic Retopology solutions out there but it’s much better to do it accurately with this kind of control.

Digital sculpting is well established these days with programs like ZBrush, 3DCoat, Blender and more recently in VR with apps like Adobe Medium. There are now some amazing solutions that allow you to sculpt on an Ipad Pro with an Apple Pencil.
