Static electricity is the build-up of an electrical charge on the surface of an object.
When you rub a balloon against your hair or a wool sweater, electrons (tiny, negatively charged particles) move from your hair/wool onto the balloon.
This leaves the balloon with a negative charge and your hair with a positive charge. Because opposite charges attract, your hair strands are drawn to the balloon and to each other, making them stand up.
