澳洲留學是很多人的夢想，但是因為新冠疫情關係，很多原本的計畫都被嚴重耽擱了。澳洲金融評論報 Australian Financial Review 報導，主要澳洲學生簽證被嚴重拖延核發的主要原因，希望澳洲政府可以注重這個嚴重的問題，解決世界各國被影響的學生。

昨天晚上6月17日的Australian Financial Review 澳洲金融評論報的首頁，出了這一篇標題為Visa blowout holding back economy and costing visitors thousands 的新聞。這是什麼意思呢? 這是說，簽證處理無法消化，阻礙了澳洲的經濟，並且害了要到澳洲的旅客虧損數千澳元。好，那我們就來看看這篇文章。
The unprecedented blowout in visa processing times is a “dog’s breakfast” that is holding back economic recovery and costing visitors thousands of dollars in aborted travel arrangements.
好，這裡是說 簽證處理的時間真的是前所未有的一片混亂，這阻礙了澳洲的經濟復甦，並讓遊客因為中止的旅行安排，而損失數千元澳幣。
好，我們再來看看下面寫什麼
“It’s a dog’s breakfast, a complete mess, that needs urgent attention from the new immigration and home affairs ministers,” 這個澳洲國際教育協會首席執行官Phil Honeywood他說 ：這真的一片混亂，一團糟，現在需要新的移民和內政部長緊急的來關注這個事情。
Friday’s national cabinet meeting agreed that visa processing times were a priority to address skills shortages. 這星期五國家內閣會議一致認為，要解決技能短缺的問題，最優先應該要處理的事情就是簽證處理時間。
“As part of the Commonwealth’s commitment, it will urgently work to address a backlog in processing visa applications in areas of skills shortages, reduce visa processing times and prioritise training and migration,”
這次的會議公報有說，做為聯邦政府承諾的一部分，聯邦政府將會緊急想辦法處理這些被累積的簽證申請的處理，那處理範圍像是技能短缺、減少簽證處理時間和優先處理培訓和移民。

這裡又說 AECC Global 這間留學中心的人，Jake Foster他說 : slow visa processing was not just hampering economic recovery but also forcing students and tourists to consider other destinations. 緩慢的簽證的處理，不僅阻礙了經濟的復甦，還迫使學生和遊客考慮其他的目的地。
然後他還說阿，Countries like the UK are processing student visas within 7 to 14 days, meanwhile many students wishing to study in Australia are waiting more than five to six weeks. 像英國的學生簽證處理只要7-14天，但是很多想要去澳洲讀書的需要等超過5-6個星期以上。
我們繼續看下去，你看這裡說 Data on the Home Affairs website shows that waiting times for various business and investor visas can blow out to more than three years. 內政部的網站上面也有寫說商業或是投資簽證的等待時間是超過3年以上。
While half of all higher education student visas are processed within 30 days, the rest are taking up to seven months. 而只有一半的高等教育學生簽證的處理時間是在30天以內，那剩下的一半需要等待最多到7個月。
好接下來這裡，Students are also being forced to rebook flights at substantial personal cost. 學生被迫要花自己滿多的錢來重新訂機票。Among them is Vuma Kumar from Selangor in Malaysia. Ms Kumar applied for a student visa on March 16 and only had it approved 12 weeks later on June 1.喔，這個真的也滿倒楣的，這個馬來西亞的學生3月16日申請，等了12個星期，也就是6月1日才拿到簽證。

Forced to study online for the first semester of her bachelor of medical science at Macquarie University, Ms Kumar said the wait had been incredibly stressful because she had been unable to lock in basics like accommodation, travel and university plans. 這個Kumar 小姐是就讀Macquarie 大學的醫療科學學士的學生，他第一學期被強迫在線上學習，而這等待的時間他承受了非常大的壓力，因為他連最基本的像是住宿、旅遊的機票和大學的規劃的不能確定。
然後這裡他說跟他一起去Macquarie 大學讀電機工程的兄弟 Gova，他的大學規劃也被影響。
厚，重點來了喔。 “If the student visa comes late, you have to book accommodation and flights last-minute and this can be very expensive,” 這個Kumar小姐又說，如果學生簽證很晚才拿到阿，你就必須在最後一分鐘才能訂住宿和機票，這樣就會變得很貴。
我相信現在很多學生的狀況應該跟這個Kumar小姐說的一樣。但是沒辦法，也只能等。這就是現實。

As The Australian Financial Review revealed last week, the last federal budget of the Morrison government cut $875 million from the visa processing section of Home Affairs, which will further extend waiting times and heap more pressure on businesses waiting on the arrival of workers and tourists.
好，這邊說，就像澳洲金融評論報上星期披露的，上一屆莫里森政府的聯邦預算案裡面，在內政部簽證處理部分刪減了8.75億澳幣的預算，這將會更進一步延長簽證等待的時間，這會帶來更多的壓力在那些等待工人和遊客的企業上面。
好這裡又一個例子，Lara Rowena, a Malaysia citizen who graduated from Sydney University in 2016, had to wait six weeks for her tourist visa to be approved. 這個在2016年畢業於雪梨大學的 Lara，他的觀光簽證也等了6個星期。
他還說簽證下來的時間是他原本訂機票時間過後的兩個星期，所以他必須要重新再訂一次機票，然後還要多花$1360元澳幣。
好最後兩段了，這個澳洲國際教育協會首席執行官Phil Honeywood 說，the reasons behind the backlog were threefold: 簽證會累積這麼多還沒核發的原因有三個。第一個就是 insufficient staff in offshore locations, 澳洲海外的工作人員不夠， 第二個原因inexperienced staff approving fraudulent documentation which had pushed a renewed focus on authenticating documents, 沒有經驗的的工作人員來批准假的文件，因而變成重新著重於驗證文件。然後第三個是 COVID-19 stopping staff from being able to work in the office, which meant visas couldn’t be processed.” 也就是說因為新冠病毒的關係，阻止了簽證的工作人員到辦公室工作，也就意味著簽證就無法處理，Hold在那裏。
這裡還說在一些國家也有工作人員短缺的問題。像現在阿，在越南的簽證工作人員，也負責處理來自哥倫比亞的學生簽證，There are all sorts of cultural miscommunications coming into play. 最後這裡是說，各種文化差異的誤解也都在起作用。
