I was excited for Charters of Commerce before release, but after having played it, Victoria 3 has never been better - in fact, it probably has the best diplomacy system in any Paradox game right now, thanks to a mixture between the old diplomatic actions feature, and the new diplomatic treaties. The treaty system is simply fantastic and so immersive, but Charters of Commerce also implements an entirely new trade system. This perfectly blends that sense of an automated, living trade empire, with actionable governmental handling like tariffs and subventions, and with new company mechanics, my God, this DLC and the 1.9 update is just an absolute banger.
