Empty into Clouds + Volume Displacement in Geometry Nodes.
if you are willing to use VD modifier, this setup is totally doable before 5.0 (even 3.x?), in fact it should be even faster than 5.0.
I only show GN setup because it may looks "fancier" as an asset, although slower.
