My Talon ESi had the parking brake lever go up pretty high so a good solution is to adjust your parking brake shoes. After this adjustment my parking brake is fully engaged with around 5 clicks as opposed to about 12 clicks before the adjustment. The parking brake cables can also be adjusted at the handle but if adjusted incorrectly you could be dragging too much of your parking brake shoes and cause them to wear much quicker.
