Adding Pull-To-Refresh to ScrollView - WWDC21 SwiftUI Part 13

SwiftUI's refreshable modifiers adds pull-to-refresh only to lists. In this video, we are going to create our custom SwiftUI ScrollView that has pull-to-refresh and also supports the refreshable modifier.
