I have been legally required to wear high visibility PPE for years while riding in rural environments. I am not trying to fault anyone for doing so. I still have some in my riding kit. But it does need to be noted that the favoured yellow variety does have a tendency to blend in with the colours of nature, especially in Autumn.
I noted this on a couple of rides we recently took around Bath.
If you want to be seen then contrast is the key.
That goes beyond what we wear into the realm of lateral movement, crossing the field of view of the observer.
