Frank expects the Board’s recruitment and onboarding process will take 6–8 months, with his retirement likely in late first or early second quarter of 2026. “I didn’t set a hard date because I wanted to give commissioners flexibility,” he said. “It’s important that the process is thorough and not rushed.”
To ensure a smooth transition, Frank pointed to EWEB’s new business management system as a foundation for continuity and growth. “It’s not about the tool itself, but how we use it. Working together across divisions, building common understanding, and continuously improving. It gives the next GM, and all of us, a shared platform to move forward.”
For employees, Frank emphasized that day-to-day work will remain steady. “So much of what we do is fundamental and will continue. A new leader will bring fresh perspectives, but they’ll also see a strong, respected organization filled with experts who know what they’re doing.”
Along with being good timing for EWEB, Frank explained that his decision comes down to one essential truth: time is the only truly limited resource we have.
“A lot about the transition is a recognition that one of the only, truly limited resources we have is time,” he said. “I have the opportunity over the next several years to spend time visiting grandkids and traveling and doing things outdoors with my wife and just really allocating more time to that.”
Before closing, Frank shared his appreciation for the teams who are driving important projects forward, from Carmen-Smith and customer portal improvements to communications, facilities, and fleet. “Every department is doing phenomenal work,” he said. “I can’t single out just one.”
