Albanian president Rexhap Meidani has outlined the purpose of talks with U-N Secretary General Kofi Annan, who is visiting Tirana on Thursday.
Meidani remains firmly convinced the conflict in neighbouring Kosovo can be resolved but only if an international protectorate is established in the region.
The Albanian president spoke in Tirana on Wednesday, ahead of Kofi Annan's visit.
Rexhap Meidani outlined his thoughts on how various factors in the crisis could be overseen by international organisations.
SOUNDBITE: (English)
"For me, I consider like a solution, not a final one, like an intermediate solution, I consider this international protectorate or this international administration composed of two elements. The military element, in this international force led by NATO, has several components. Like humanitarian aspect, institutional aspect, under the umbrella of OSCE (Organisation for Security and Cooperation in Europe), humanitarian aspect under umbrella of High Commissioner for Refugees. And also economic aspect under umbrella of European Union, US or the group G7."

Meidani says both the conflict and the refugee crisis on Albanian territory are international problems.

"I don't consider now this problem only an Albanian problem. Now it's an international problem. It's a question to defeat this machine of crime and genocide and ethnic cleansing, so I don't consider this an Albanian problem, and Albania, having been supported by different countries, different international organisations, I think would resist."

He backed the five point plan put forward by the G8 last week but also said Milosevic's war crimes must not be overlooked.

"All are agree with five conditions. The most important is these five to be fulfilled for different elements. Maybe they have to be discussed more, and at the same time they're also looking for different diplomatic and political solutions. But for me it's important to continue anyway, but at the same time to consider Milosevic like a criminal of war."

Meidani will meet Kofi Annan on Thursday.
The U-N Secretary-General is also set to visit Kukes, and will make a brief visit to the refugee camps.
The roughly 100-thousand refugees in Kukes are the largest single concentration of the almost 800-thousand people who have poured out of Kosovo in the past two months.
