1985 Honda Rebel 250 - Shifter Broken? Help

I recent bought a 2nd hand 1985 Honda Rebel CMX250 and before it's maiden voyage it appears the shifter broke. I am not sure if I need a new pivot bolt, or if the pivot bolt is part of the left peg bracket.
Also, the bracket itself appears to be wielded. Is this piece in its original state...or did the previous owner try to perform a temporary fix?
Any advise would be great!
