Lift the vehicle
Apply penetrating oil to the hub if desired but not needed…
Smack the tire sidewall with a rubber mallet if that doesn’t work after repeatedly kicking it…
Use a pry bar to break the seal back side of tire, spud bar on the tie rod , apply pressure and have someone tap the hud/axel or if you don’t car the rim itself, don’t smack the studs.

Tap the back of the tire
Apply heat to the hub area
Try rocking the tire back and forth
Use a specialized tire puller tool
Inspect for rust or corrosion
