Decrease VHDX Size of Linux VM HyperV

Decreasing the actual disk size of your VHDX is not trivially done with a few clicks. Here are the steps to take.
Pre-requisite - you should have extra space on your VM! Delete stuff so that you have ample free disk space showing inside your virtual machine.
1) Download GParted (it's open-source; get the ISO)
2) HyperV: Stop your existing VM that has the VHDX
3) HyperV: Create a VM (Gen2) dedicated to GParted
3a) Set the ISO to be mounted.
3b) Assign the VHDX of interest to this VM
4) Start GParted VM
5) GParted: Decrease the partition, set the free space at the end. Save. (this will take a while depending on your disk size)
6) Shutdown GParted VM
7) HyperV: Edit Disk
7a) Shrink the disk to the minimum amount (note of the existing size)
7b) Compact the disk (affirm that the VHDX has decreased in actual size)
7c) Extend the disk back to the original size (from 7a)
8) Start GParted VM
9) GParted: Extend the disk to the full size.
10) Pray it all worked!
If the VM doesn't start or you get an error, try increasing the disk space as I did to an even exponential bit value.
