Part 1 - Public vs Private preschools: TODAY travels to Taipei, to look at the Taiwanese preschool system. Due to the low birth rate in Taiwan, preschools in Taipei have to deal with dwindling enrolment figures, as well as government policies introduced to keep the sector in check. Schools adopt a play-based learning approach, and are discouraged from teaching English, Zhuyin Fuhao and repetitive penmanship. The majority of preschools are private, but there are public ones that are situated within the premises of elementary schools.
