Could commercial aircraft land and take-off at airports without Air Traffic Control? If the traffic was low enough, yes. Flight simulator pilots who fly online using VATSIM or other media are used to this. Often times there aren't controllers online and the pilots have to use the published departure and approach plates, as well as announcing their intentions to the traffic in the area. The same could be done in the Real World. The published documentation provides for separation of incoming and outgoing aircraft.
