Fleeing Ford Mustang is greeted by the Arkansas State Police PIT / TVI Maneuver at 103 MPH

Trooper's Report:
On July 8th, 2023, at approximately 2:01 pm, I was patrolling Interstate 40 East in Conway when I overhead on Faulkner
County Sheriff’s Office Dispatch that the Conway Police Department (CPD) was in pursuit of a gray 2008 Ford Mustang,
bearing Arkansas license plate 220ZWV. They were traveling south on State Highway 365 at speeds ranging from 70 to 100
miles per hour. Troop A Communication Center then notified me that CPD was in pursuit and were asking for our assistance. I
activated my emergency lights and siren and responded to intercept the pursuit.
They soon continued towards Conway on Interstate 40 West from the 132 mile marker before I intercepted and took primary at
the 127 mile marker. Once primary, I notified the Troop A Communication Center that I was in pursuit. The fleeing mustang
was fleeing by using all three traffic lane, and was passing vehicles using the outside shoulder. At the 126 mile marker, I
observed a plastic baggie being thrown out of the right window and hitting the outside shoulder pavement. I then observed
dozens of small white colored pieces of substance litter the shoulder. We approached the 125 mile marker and the mustang
continued to weave through vehicles in an attempt to flee. While passing Exit 125, I performed a Tactical Vehicle Intervention
(TVI) by placing my front right bumper on the rear left bumper of the Mustang and turned right, causing the Mustang to rotate
courter clockwise. The Mustang rotated counter clockwise and stuck the center cable barrier. V1 came to final rest along the
cable barrier on the west shoulder, facing south. Due to the successful TVI, the vehicle pursuit ended.
As I turned around, I observed the suspect and driver, Mr. Derek N. Blevins exit the vehicle and flee on foot
into the grassy median. Multiple officers with CPD and the Faulkner County Sheriff’s Office gave chase and took Mr. Blevins
into custody. The same officers also detained the front seat passenger, Ms. Shelby L. Hoffman. Conway
Police Department took primary of the scene and continued their investigation. Officers with CPD searched and found
approximately 1 ounce of suspected methamphetamine on the outside shoulder where I observed the substance being thrown.
During the pursuit, traffic was light and there was sprinkling rain. The fleeing Ford Mustang was fleeing at speeds ranging from
103 to 130 miles per hour. Mr. Blevins passed and weaved through traffic at these speeds, even using the outside shoulder.

A.C.A. 27-50-308(b)(1)(B) 1st: Reckless Driving-1st
A.C.A. 27-51-404: Improper Turn Signal
A.C.A. 5-54-102: Obstructing Governmental Operations
A.C.A. 5-54-125(c): Fleeing- On Foot
A.C.A. 27-37-702: No Seatbelt
