Now that I think about it , The flap is probably closing and providing less air but normal fuel, Acting like a dirt bike choke. I guess that's why its called the "fuel enrichment system".
I've seen a lot of explanations for why cars do this.
"To circulate fluids better at start up"
"Richer fuel mixture ignites better in cold engines"
"Heat up the catalytic converter for emissions"-LOL What's that?
