A Brighton & Hove City Council “Environmental Enforcement Officer" attempts to issue an illegal £150 Fixed Penalty Notice, contrary to DEFRA Environmental Enforcement Code of Practice outside Churchill Square, Brighton.
In this video, he is allowed to board a bus without paying a fare, in order to pursue the female victim who has already picked up a cigarette butt that slipped from her fingers.
I have contacted Brighton & Hove Buses regarding thier policy surrounding this. They have yet to reply.
