Scope & Content: This film begins with a close-up on a ventriloquist's dummy telling viewers that, "People do dumb things in the forest", such as tossing lit cigarettes out of their cars, starting trash fires and leaving them unattended, and leaving campfires before making sure that they are extinguished. As the dummy states these things, examples of people doing them appear. The dummy then says, "People who do things like that in the forest are really dummies. Isn't that right Smokey?" Medium shot reveals that a costumed Smokey Bear has been controlling the dummy. Smokey responds, "You took the words right out of my mouth." J. Franklin Jones is the voice of the dummy, Jerry Mahoney.
