우리는 우리역사에서 ‘도시’, ‘도시국가’라는 용어를 사용하고, 개념을 적용하는데 서투르거나 꺼려하는 경향이 있다. 하지만 서구는 물론이고 동아시아에서도 고대의 도시개념을 설정하는데 유연한 입장을 취하고 있다. 도시국가라는 것은 도시격에 해당하는 공간의 주민들뿐만 아니라 외부의 농민거주자들까지 포함한 것이다. 이들 도시국가에서는 물론이지만, 큰 규모의 국가가 형성되었을 때, 인체로 말하면 생명의 핵심인 심장격인 핵심에 해당하는 곳이 수도이다.
우리민족의 역사를 살펴보면 해양거점을 중심으로 형성된 정치세력은 역사가 발전하면서 해항도시국가 또는 하항도시국가를 중핵인 수도로 삼아 영역을 단계적으로 확장시켜가면서 고대국가로 성장하였다.
즉 초기에는 강가나 바다와 만나는 하류의 浦口에서 건국했고, 최대한 활용하여 국력을 강하게 키우고 백성들을 잘살게 하는데 활용했다. 하지만 방어상의 목적이나 거주 면적 등의 문제 등으로 인하여 내륙으로 이동을 시작하고, 강과 바다가 만나는 접점에서 도시를 발전시켰다. 필자는 이렇게 강과 바다가 만나는 지점에 만들어진 도시를 江海都市라고 개념화시켰다. 王險城 국내성 평양성 개경 한성 웅진성 사비성 金城 上京城 開京 漢陽 등은 그러한 성격을 지니고 있다. 중국에서는 南京 및 杭州 등이 그러하고, 일본에서는 현재의 후쿠오카, 오오사카(옛 難波) 등이 해당된다. 백제는 현재의 서울 지역에서 일종의 도시국가로서 출발했다고 판단한다. 그 후에 영토가 확장되면서 도시는 자연스럽게 수도가 됐을 확률이 높다.

*수도의 조건

수도가 되려면 몇 가지 조건을 갖추어야 한다. 예를 들면 위치문제이다. 고대에도 중요한 도시들은 가능한 한 지리적인 중앙 뿐 만 아니라, 교통의 잇점 등을 포함하여 역할과 기능의 핵심에 있었다. 中央的 首都(central capital)는 중앙과 주변지역 간에 가장 짧은 거리를 유지함으로써 광대한 영토를 통치할 수 있다. 수도는 중앙의 명령이 지방으로 신속하게 전달될 수 있고, 그 조치결과가 집결되어야 하며, 交通․通信網이 放射되고 외국에서 정보를 쉽게 입수할 수 있어야 한다. 그리스의 폴리스(polis)나 로마의 키비타스(civitās)는 농업중심지가 아니라 항구에서 하루면 오갈 수 있는 가까운 거리 내에 있었다.
수도 및 대도시는 거의 대부분의 경우에는 경제의 중심지 역할도 담당했다. 내부에서 다양한 형태의 생산이 이루어지고, 자급자족하는 품목 외에도 일상 생활용품과 사치품 등의 교환이 활발해야 한다. 또한 다른 지역이나 나라와 무역이 활발하게 이루어질 수 있어야 한다. 그 때문인지 자연환경을 살펴보면 고대국가 이전의 소국들은 농경이나 어로 등 생활상의 이익을 위해 강 주변이나 바다 가까이 있는 것이 유리했다. 또한 주변의 다른 소국이나 외국과 교섭하고, 바다를 통해서 들어온 물품들을 내륙으로 공급하기 위해서 공급지와 수요지, 집결지를 수로로 연결시켜 주는 큰 강의 나루나 바다의 灣 내부, 浦口 등에서 성장하는 것이 유리했다. 이러한 전형적인 예가 우리 역사에서도 발견된다.

Fergana is in the famous Fergana Valley in southeast Central Asia. Mountain ranges extend to the east, south and north, and the midstream of the Syr Dariya River flows through it. The basin now belongs mostly to the Fergana Province of Uzbekistan and only partly to the Leninabad Province of Tajikistan.
Fergana is derived from the Persian word 'fergane' meaning variety. Although the culture was a little later than that of the southwest region of Central Asia, there was a Bronze Age culture, and later Persians migrated and developed agricultural culture. It is also a basin and grassy area, so it was a famous horse production area. It was the production area of the Fergana horse, which was recorded as a Han-blooded horse in history.
During the Han Dynasty, Emperor Wu dispatched Zhang Qian to get these horses, which he needed in a battle with the Xiongnu, and he recorded this place as 'Dawan'. Chinese records recorded this area as Balhanna (拔汗那).
The capital of Wan was written as Guishanseong (貴山城). As it was a key point of transportation connecting China, Central Asia, and West Asia, it was an area with developed commerce and high military value. Because of this, the surrounding forces tried to occupy this place, but neither Persia nor Alexander's Greek army could occupy it. The Han Dynasty also sent Yi Gwang-ri to attack in 104-102 B.C., but it ended in failure. In the 18th century, Kokand Korea was established and occupied an important position in history.
Entering the latter half of the 19th century, the continental power represented by Russia and the maritime power represented by Britain met in Europe and the Middle East, South Asia and East Asia, and began to clash over the leadership of the continent of Eurasia (including the sea). The so-called Great Game has begun. Including Napoleon's war between France and Russia, the Russo-Turkish Wars took place over a total of six times from the late 18th century to the late 19th century. In this process, the Ottoman Turks gradually entered the path of weakening, and the Balkans won their independence. On the other hand, Central Asian countries such as ‘Khiva Korea’ and ‘Bukhara Korea’ lost their independence and were incorporated into Russia.
In 1904, Scott Halford Mackinder proposed the 'heartland region theory'.
He used the concept of ‘Eurasia’. And while Britain focuses its strategic interests on India and Qing, it will attract the United States, an emerging Pacific power, and use Japan as a proxy for the purpose of blocking Russia's maritime advances.
etc., which triggered the Russo-Japanese War that led to the Sino-Japanese War. One problem that arose in this process is the so-called ‘Dokdo Conflict’. Then Russia perished and the Soviet Republic succeeded to the system, and Central Asia became the territory of the Soviet Union.
