French President Emmanuel Macron has sharply pushed back against the notion that Washington alone can shape a peace framework for Ukraine, insisting that former President Donald Trump’s proposed 28-point plan “cannot simply be a US proposal.” Speaking on the sidelines of high-level diplomatic discussions, Macron stressed that any settlement must include the views of Kyiv, European partners, and all stakeholders directly impacted by the conflict.
Macron said Trump’s peace outline—reportedly including Ukrainian troop withdrawals, military reductions, and an end to NATO ambitions—would require broad consultation across Europe and within Ukraine itself. He noted that decisions about Ukraine’s territorial integrity, future security guarantees, and long-term defense posture cannot be made without Kyiv’s consent or the involvement of its closest allies.
European leaders have increasingly voiced concerns that Washington is negotiating a draft settlement with Moscow without the EU at the table. Macron echoed this sentiment, warning that sidelining Europe would undermine both legitimacy and long-term stability. He added that France supports diplomacy but will not back any plan that forces Ukraine into unilateral concessions or compromises its sovereign rights.
