JOSP is a flagship programme of the Government of Somalia that seeks to rehabilitate a large irrigation scheme with a view to reducing flood risk and mitigating drought for 1.65 million people living the states of Hirshablle and Southwest. It is a multi-donor, multi-year, interministerial initiative under the joint leadership of Ministry of Agriculture and Irrigation (MoAI) and Ministry of Energy and Water Resources (MoEWR) in collaboration with the Ministry of Planning (MoPIED - Durable Solutions Secretariat) and Ministry of Environment and Climate Change (MoECC).
JOSP currently consists of four core projects: RESTORE (FCDO), TRANSFORM (USAID), YOU-Act (UNPBF) and Maareynta (SJF). Given the ambitious scope and multi-faceted nature of the programme, it is implemented by a consortium of five UN partners under the leadership of the Food and Agriculture Organization of the United Nations (FAO), and consisting of the International Organization for Migration (IOM), the United Nations Environment Programme (UNEP), the United Nations Industrial Development Organization (UNIDO), and the United Nations Human Settlements Programme (UN-Habitat).
